Chapter I General Provisions
Article 1 Name and Logo

Article 2 Organizational Nature
The Consortium is a non-profit, non-legal entity industrial cooperation platform jointly established by legitimate entities from the global turbomachinery industrial chain, including industry institutions, universities, research institutes, original equipment manufacturers, core component and supporting material suppliers, design institutes and engineering, procurement and construction (EPC) contractors, under the principles of voluntariness, equality and collaboration.
Article 3 Industry Scope
The Consortium’s business covers products including gas turbines, aero-engines, steam turbines, compressors, expanders, blowers (ventilators), turbochargers, refrigeration and air conditioning (including refrigeration compressors and air conditioning fans), pumps, water turbines and other key equipment related to energy conversion. It is also committed to energy transition and a symbiotic industrial ecosystem under the parallel development of diversified energy sources.
Article 4 Purpose
Guided by the principle of “Enterprise-led, University-supported, Institution-coordinated, International-linked”, the Consortium focuses on technological innovation, industrial upgrading and global layout in the turbomachinery sector. It promotes green and low-carbon technologies and intelligent upgrading, enhances the quality and service of Chinese manufacturing, supports Chinese enterprises in global expansion, and facilitates alignment with international standards, so as to advance the high-quality development of China’s turbomachinery industry.
Article 5 Organizational Principles
The Consortium adheres to the principles of independent operation, democratic decision-making, openness and transparency, and safeguards the legitimate rights and interests of all members.
Article 6 Scope of Application
These Articles of Association apply to all members of the Consortium and serve as the fundamental basis for its standardized operation.
Chapter II Organizational Structure
Article 7 Composition
The Consortium establishes a Member Congress, a Council, an Expert Committee, a Secretariat, and Special Committees. Each body performs its duties in accordance with these Articles of Association and relevant management regulations.
Article 8 Member Congress
1.The Member Congress is the highest authority of the Consortium;
2.The term of office of the Member Congress is three years. An early or delayed election due to special circumstances must be approved by the Council and reviewed by the competent authority.
Article 9 Council
1.The Council consists of initiators, core members, and representatives of international partners in compliance with Chinese laws and regulations;
2.The Council is the executive body of the Member Congress, leads the daily work of the Consortium, and is accountable to the Member Congress. Its main duties include: approving the Consortium’s development strategy and annual work plan, reviewing membership admission and withdrawal, and appointing or removing heads of the Expert Committee and the Secretariat;
3.The term of office of the Council is three years, and members may be re-elected.
Article 10 Expert Committee
1.The Expert Committee consists of academicians, renowned scholars, technical experts, industry leaders (Chinese and foreign), and senior enterprise executives in the turbomachinery field;
2.The Expert Committee provides technical consultation on R&D directions, reviews the feasibility of joint technical research projects, participates in the development of national and international standards, and conducts appraisal of technical achievements;
3.The term of office of the Council is three years, and members may be re-elected.
Article 11 Secretariat
1.The Secretariat is the permanent executive body, with functional departments including General Affairs Department, Convention & Exhibition Department, Technology Department, and Cooperation Department. Daily work is managed by the Secretary-General and Deputy Secretary-General.
2.The Secretariat implements resolutions of the Council; hosts industry conferences, technical training, industrial salons, exhibitions and other activities in accordance with laws; liaises with relevant government authorities, industry organizations and international institutions; and handles daily administration, document management and coordination among various bodies.
Article 12 Special Committees
In response to industrial development needs, the Consortium establishes the following special committees, which are voluntarily participated by members and uniformly coordinated by the Secretariat:
1.Committee for Turbomachinery Supporting Multi-energy Complementary, Green Hydrogen, CCUS and Frontier Energy Scenarios:Against the backdrop of energy transition, the committee provides R&D guidance for cutting-edge turbomachinery for multi-energy complementary systems, green hydrogen, CCUS and other applications, including micro gas turbines, small steam turbines, hydrogen expanders, CO₂ compressors, and related high-efficiency turbomachinery.
2.Committee for Testing, Intelligent Operation & Maintenance and Fault Diagnosis:It conducts performance testing and verification, on-site fault troubleshooting, optimization and retrofitting, forming a closed loop of “fault resolution – retrofitting – design iteration” to support R&D of high-efficiency and energy-saving turbomachinery.
3.Committee for Standards and Certification:It promotes Chinese turbomachinery enterprises to participate in international standard-setting, explores mutual recognition of certification with international authorities, and streamlines the “standard-certification-market” pathway to enhance global competitiveness.
4.Committee for Overseas Market Services:It provides members with policy interpretation, risk assessment, legal, tax, engineering connection and localized operation support for overseas markets including Southeast Asia, Middle East and Africa.
Chapter III Membership
Article 13 Admission Requirements
1.Uphold and comply with these Articles of Association;
2.Express a clear willingness to join voluntarily;
3.Possess legal business qualification and conduct continuous operations in turbomachinery-related fields.
Article 14 Admission Procedure
1.Submit an application with business license and relevant qualification documents;
2.Undergo preliminary qualification review by the Secretariat and submit to the Council for approval;
3.Upon approval by the Council, the Secretariat completes registration and issues a membership certificate.
Article 15 Member Rights
1.Voting rights, right to elect and to be elected;
2.Participation in various activities organized by the Consortium;
3.Priority access to Consortium services;
4.Right to information, criticism, suggestions and supervision;
5.Voluntary membership and free withdrawal.
Article 16 Member Obligations
1.Abide by the Articles of Association and implement resolutions;
2.Safeguard the legitimate rights, reputation and common interests of the Consortium and the industry;
3.Proactively complete tasks assigned by the Consortium;
4.Pay membership fees as required;
5.Truthfully provide information and materials required for business activities.
Article 17 Withdrawal and Expulsion
1.A member wishing to withdraw shall notify the Consortium in writing;
2.A member who fails to pay dues or participate in any activity for three consecutive years without valid reason, after written reminder, shall be deemed to have withdrawn automatically upon confirmation by the Council;
3.A member who seriously violates these Articles or severely damages the industry’s reputation may be expelled by a vote of the Council.
Chapter IV Organizational Functions and Activities
Article 18 Cooperation Principles
The Consortium respects the independence of members, establishes fair resource cooperation rules, and protects members’ legitimate rights and interests.
Article 19 Exchange and Cooperation
Adhering to openness and development, the Consortium attracts global high-quality institutions, establishes regular exchanges with international associations and economic organizations, and conducts in-depth research on infrastructure policies and market demand in Southeast Asia, Middle East, Africa and other regions.
Article 20 Media and Communication
The Consortium operates an official website, official WeChat account and other platforms to release corporate news, products, videos and case studies. It publishes internal journals and research reports to support decision-making for members and government authorities.
Article 21 Technical Cooperation Platform
1.Conducts key technology research and industrialization of new products;
2.Builds an enterprise-led, market-oriented “R&D-testing-industrialization” innovation system with universities and research institutes;
3.Establishes a technology trading platform and organizes supply-demand matching events;
4.Connects with international technology transfer institutions to promote localization and internationalization of technologies.
Article 22 Industrial Technical Services
Amid energy transition, the Consortium focuses on six core breakthroughs: developing turbomachinery for multi-energy complementarity, green hydrogen and CCUS; upgrading traditional energy equipment; promoting digital twin and intelligent modules; and developing special turbomachinery for geothermal, solar thermal, fusion and other frontier fields, enabling the industry to shift from adaptation to leadership.
Article 23 Standard System Development
The Consortium aligns international advanced standards with domestic industrial practice, promotes dynamic standard upgrading, and deepens integration between standards and industrial application.
Article 24 Talent Development
It builds a multi-level talent system linking academia and industry, establishes a talent exchange platform, and provides diversified training and recruitment support.
Article 25 Cross-border Trade Services
1.Organizes joint participation in international exhibitions with a “China Turbomachinery Joint Pavilion”;
2.Promotes long-term cooperation between members and overseas EPCs and end-users;
3.Provides localization support including translation and compliance consulting;
4.Offers policy interpretation, standard alignment, market research and risk assessment;
5.Establishes partnerships and hosts business development events for global expansion.
Chapter V Member Rights and Benefits
Article 26 Members are entitled to the following benefits:
1.Official membership certificate of the Council of International Turbomachinery R&D, Economy and Trade.
2.Participation in industry conferences, training, salons, exhibitions and exchange activities.
3.Access to global turbomachinery market intelligence; priority and preferential access to international exhibitions and business events; support for joint overseas exhibition and global business planning.
4.Introduction and cooperation with overseas EPCs and international service providers; support in global supply chain integration, policy resources and market access.
5.Opportunity to publish corporate news, products, videos and cases on the Consortium’s official platforms, with brand display in the member zone and connection with overseas buyers.
